Parecem ser filhas ou alunas, e o homem parece ser pai o professor. Acho que é professor, ele está usando uma vara, cane, como os professores faziam quando os ingleses e os americanos levavam a educação muito a sério.

Our father (& mother) punished me and my sister with the cane in the 1960s. It was nothing but normal.
Sadly, our panties were always positioned even further South than shown here, hugging our knees!!
Bare botty was the rule. Sure made good sense. And whatever we had done, we did not do it for a while!
